So, who's Tobias giving free rides to, and why did they choose red-winged blackbirds? My guess would be Cassie and Marco. They always seem to get 'unusual' mission instructions.

I'd say it's Marco crashing a Rachel/Tobias date. Oo, now I'm picturing the Rachel-bird shoving Marco off. *giggles*
